[UPDATE] Following the publication of this story, Microsoft issued a statement on the matter. Voice control will be available in 10 of the Xbox One's 13 launch markets, though the specific "Xbox On" voice command will only be available in five regions.
"Our vision is to bring conversational voice control and voice search to every country where we sell Xbox," a Microsoft representative said. "At Xbox One launch, we will offer voice control in 10 of our 13 launch markets, with eight total languages: English US, English UK, French, Spanish MX, Spanish ES, Italian, German and Portuguese. There will be some voice experience variations in different markets at launch; the 'Xbox On' voice command will only be available in five markets (United States, United Kingdom, Canada, France, and Germany) and will come to others in the near future."

Xbox One voice commands will not be available in all markets when the console launches in November. Of the 13 regions where the Xbox One will be available in November, only five will support voice commands, according to an updated product page for the new system.
These regions are the United States, United Kingdom, Canada, France, and Germany.
Australia, Austria, Brazil, Ireland, Italy, Mexico, Spain, and New Zealand will be left out.
It is not clear when voice commands will be available in those regions. A Microsoft representative had not responded to GameSpot's request for comment at press time.
The Xbox One was originally expected to launch in 21 territories in November, though Microsoft announced earlier this month that the console would be delayed in eight regions. Those in affected countries who preordered a Day One edition of the console will receive a free pack-in game.
The Xbox One will launch this November for $499/€499/£429/A$599.
